You can shoot any of these symbols in whatever order, as long as you shoot all three. If you shoot any other symbols other than the odd ones out, the puzzle will reset itself.
After shooting all three symbols on The Memories of Ruin Puzzle, you will be able to progress further in the Witch Queen Story quest.
