Once at Ember valley, head to the very center of it from the map, towards the area with a small blue dot on the map. This area will have a geyser surrounded by giant rocks. Use the geyser to go up one of these rocks, then use your jet pack to go up the second rock. At the very top, you will come across a small pod-shaped entrance containing an item. This item will be the blueprint for the Dash pad.
You can then use the fabricator to convert the blueprint into the Dash pad.
